
J&K Govt Plans To Fill 7,253 Vacancies By Year-End
Responding to a query from MLA Satish Kumar Sharma, Abdullah shared that as of January 31, 2025, J&K had 32,474 vacancies across 38 government departments, including 2,503 Gazetted posts, 19,214 Non-Gazetted posts, and 10,757 Class-IV (MTS) posts. The Chief Minister outlined key recruitment efforts, stating that 13,466 Non-Gazetted vacancies were referred to the J&K Services Selection Board (JKSSB) in the past two years, with 9,351 selections completed. He added that 2,390 Gazetted vacancies were sent to the J&K Public Service Commission (JKPSC), leading to 2,175 appointments. Additionally, 10,757 Class-IV vacancies have been identified and are under Finance Department review before referral, while more than 6,000 vacancies are ready to be sent to recruiting agencies.
To streamline the recruitment process, Abdullah announced several reforms, including the abolition of interviews for Pay Level 5 (₹29,200-92,300) under S.O. 180, dated May 28, 2020. He also said that interviews for Level 6 posts, including Junior Engineers and Naib Tehsildars, have been removed through S.O. 36, issued on February 14, 2025, and departments have been asked to identify additional Level 6 posts where interviews can be eliminated to further accelerate hiring. The Chief Minister stated that revised JKSSB regulations, notified on November 22, 2022, have introduced online CBT-based examinations and a single-exam system for multiple posts where feasible. He emphasized that JKPSC and JKSSB have been directed to take a proactive, target-based approach to ensure timely recruitment.
Providing an update on key vacancies, Abdullah informed the Assembly that 150 Junior Engineer (Civil) posts have been referred to JKSSB for selection and that once the Cadre Schedule for Engineering Gazetted and Subordinate Services is finalized, the remaining engineering vacancies will also be sent for recruitment. He said that 150 Gazetted vacancies, including those for Assistant Professors, Librarians, and Physical Training Instructors in Higher Education, are under process for referral. Out of 840 vacancies referred, 476 have already been filled, while 364 are in the final stages of selection. In addition, 116 Non-Gazetted vacancies in Higher Education have been forwarded to the Finance Department for concurrence before referral.
Abdullah added that 56 Gazetted and 660 Non-Gazetted vacancies in Health and Medical Education have been referred for selection. He said that 597 Lecturer posts across 27 disciplines in the School Education Department were referred to JKPSC between November 2024 and January 2025. He further stated that all Administrative Departments have been directed to refer available vacancies to recruiting agencies without delays.

He reiterated that the committee will propose a comprehensive policy for their regularization.
Highlighting key recruitment reforms, Abdullah said the J&K government extended the deadline for notifying recruitment rules by six months in November 2024. He explained that this decision, taken through executive orders, aims to resolve delays in formulating recruitment policies and ensure timely hiring for critical government positions. Furthermore, he noted that the JKSSB's mandate has been expanded to oversee Non-Gazetted recruitment in public sector undertakings, government companies, boards, and other state-controlled entities to streamline the hiring process.
