Afghanistan- MoF offers key posts to open competition after years

KABUL (Pajhwok): The Ministry of Finance has sent a number of first and second-grade posts to the Independent Administrative Reform and Civil Services Commission (IARCSC) for recruitment.

The development comes after Pajhwok Afghan News reported that the first and second-grade posts in the customs and Revenue Department of MoF had not been announced for recruitment by IARCSC over the past six years.

Without presenting any documentary evidence, a source said: 'These positions are highly important because they generate money for the government. Appointments to the posts, therefor, are made on the basis of deals, bribes and nepotism.'

Shamroz Khan Masjidi, spokesman for the MoF, told Pajhwok Afghan News on Tuesday, about 20 posts had been offered to open competition in order to bring about positive change, implement transparency commitments with international partners and enforce civil administration law.

According to Masjidi, the announced posts include 13 departmental heads, two advisors, two customs directors and three assistants.

He also said the second phase of the posts announcement would include more customs and revenue department posts which would be offered to open competition soon.

Fareed Ahmad, IARCSC spokesman, said they were also concerned that the MoF had not presented vacant posts for open competition over the past several years.

The commission was trying to make all posts competitive so that all people could enjoy their rights, he concluded
