Spokesman of JIAT in Yemen Refutes Claims on 14 Incidents 8 Riyadh

Regarding the report issued by the United Nations High Commissioner for Human Rights issued on (04/08/2016) that the coalition forces carried out an air strike on (Amran Cement Factory) in the city of (Amran) on (03/02/2016), killing (14) civilians and injuring (53) others. The factory was severely damaged, (11) houses and adjacent shops were damaged, two trucks and nine vehicles, including an ambulance, were burnt. The factory was also attaked on (12/7/2015), and on (18/02/2015).
JIAT verified the incident and, after reviewing all the documents, including the procedures; rules of engagement, the schedules of daily air missions, the satellite images and video recordings of missions delivered. After assessing gathered evidence, JIAT found that, on (3 February 2016), based on intelligence from the Yemeni interior about the presence of leaders of the armed militia of Houthi and the former president's forces in a specific building in (Amran cement factory) and the armed Houthi militia closed its gates and prevented citizens from entering. Coalition forces bombed the building using a single guided bomb that hit the target. The two buildings opposite the building and some parked cars were damaged by secondary explosions.
On (12/7/2015), based on intelligence information confirming that the Houthi militia seized the factory and used it to support the Houthi fronts, the Air Coalition Forces bombed two targets in the factory in order to prevent it from supporting the war effort. Furthermore, JIAT also found that the armed Houthi militia used the factory (civilian objects) for military purposes to support the war effort (a gathering area for Houthi leaders and producing materials) to support the combat fronts. Concerning the claimed attack on (18/2/2015), the coalition was not established yet, and there were no military operations on that date.
In light of this, JIAT concludes that the procedures of Coalition Forces were correct, and in accordance with international humanitarian law and its customary rules.
