Diplomats charged to convey to world 'bright image' of Kuwait


(MENAFN- Arab Times) KUWAIT CITY April 21 (KUNA): The 8th conference of Kuwait's heads of missions (HOMs) abroad was opened on Tuesday at Bayan Palace under auspices of His Highness the Amir Sheikh Sabah Al- Ahmad Al-Jaber Al-Sabah. The conference convenes as the region and the world at large has entered grave political and security conditions His Highness the Deputy Amir and Crown Prince Sheikh Nawaf Al-Ahmad Al-Jaber Al- Sabah told the opening ceremony. 'These pose a threat to our existence undermine our security and draw attention away from essential issues' he added. His Highness the Deputy Amir and Crown Prince referred to regional events over the past few years better referred to as 'Arab Spring' which he said drove the region into sophisticated calculations. But today 'we are ushering in a new stage to adjust our course making use of past experiences and facing powers that target our security stability and interests' he told the ceremony. His Highness the Deputy Amir and Crown Prince stressed the role of the Kuwaiti diplomatic mission overseas is to 'convey to the world the bright image of their country that enjoys democracy and freedom' and whose diplomacy is based on constants of international legitimacy as well as enforcing the basis of peace.

According to His Highness the Deputy Amir and Crown Prince Kuwait's HOMs have to affirm to the world that their country is keen on fulfilling its humanitarian commitments responding to efforts by the international community to defend and maintain human rights and back sustainable development. On Yemen he said that the recent events in the country threaten security and stability of the region besides being a warner of grave consequences. He stressed the momentousness of the Gulf Cooperation Council (GCC) Initiative and its Executive Mechanism approved by all Yemeni powers and the UN Security Council. However the Initiative was encountered by intransigence from the Houthi militias that encroached on legitimacy through military power. Kuwait's stance on Yemen has been based on the GCC and Arab Joint Defense Agreements and the Article 51 of the UN Charter he said noting that the country is taking part with other GCC and Arab fellow states in countering the aggression and attempting to restore legitimacy in Yemen. His Highness the Deputy Amir and Crown Prince pointed to the Security Council resolution No. 2216 adopted on 14 April as a reflection of international support to the GCC move on Yemen.

He delivered greetings from His Highness the Amir to the Kuwaiti senior diplomats. Addressing the opening ceremony Acting Prime Minister and Foreign Minister Sheikh Sabah Al-Khaled Al- Hamad Al-Sabah voiced appreciation to His Highness the Amir for sponsoring the 8th HOMs conference and His Highness the Deputy Amir and Crown Prince for attending.

This manifests support by the political leadership to the diplomatic corps and its role to defend the nation's causes on the international arena following His Highness the Amir's sound directives as a guidance Sheikh Sabah Al-Khaled said. He stressed Kuwait's balanced political method and leading economic and humanitarian role on the world level. Kuwait's positive and constructive interaction with the global political humanitarian and development issues has been a major factor for placing the country among the world pioneer states seeking global security stability and prosperity he said. Sheikh Sabah Al-Khaled referred to the UN honoring of His Highness the Amir as a 'Humanitarian Leader' and Kuwait as a 'Humanitarian Center' as an outcome of the 'balanced and wise foreign policy adopted' by the country over the generations. The Acting Prime Minister and Foreign Minister pointed to the 'critical and hazardous political and security conditions in the region which were the outcome of unrest over the past four years bringing about chaos and grave ramifications.' He added that Kuwait is hard at work with the international community to remedy the repercussions of the unrest citing the terrorism phenomenon as an example. Following the 7th HOMs conference in 2013 six new diplomatic missions have been established Sheikh Sabah Al-Khaled. Thus Kuwait came to have a total of 104 diplomatic missions through which 'we try to extend bridges of cooperation with friendly and sisterly countries.' Also since 2013 Kuwait has received eight new diplomatic missions and representation offices. According to Sheikh Sabah Al- Khaled Kuwait has realized an elevated global status thanks to the country's contributions to the international efforts for achieving security and stability especially on the humanitarian level. He noted in that respect that Kuwait has hosted three conferences for Syria donors over three successive years the last of which last March. By the same token Kuwait over two years chaired the Third Africa Arab Summit and the 34th GCC Summit in 2013 in addition to the 25th Arab Summit last year.

The country is hosting the 42nd session of the Organization of Islamic Cooperation (OIC) Foreign Ministers Council in May. Sheikh Sabah Al-Khaled underscored the support to the diplomatic corps by the government chaired by His Highness the Prime Minister Sheikh Jaber Al-Mubarak Al-Hamad Al-Sabah. The opening ceremony was attended by His Highness Sheikh Nasser Al- Mohammad Al-Ahmad Al-Sabah Deputy Prime Minister and Interior Minister Sheikh Mohammad Al-Khaled Al-Hamad Al-Sabah Deputy Prime Minister and Defense Minister Sheikh Khaled Al-Jarrah Al-Sabah and Acting Minister of the Amiri Diwan Affairs Advisor Mohammad Daifallah Sharar. Senior officials from the Amiri Diwan and the Diwan of His Highness the Crown Prince were present. Interior Ministry Undersecretary General Sulaiman Al-Fahad said ministry is completely ready for crises with security measures to secure the internal front against any infiltrations or repercussions caused by the crises. He was speaking after Foreign Ministry Undersecretary Ambassador Khaled Sulaiman Al-Jarallah inaugurated the first working session of the 8th conference of Kuwait's heads of missions abroad. Al-Fahad also briefed participants on the ministry's efforts in term of cooperation and coordination with other ministries and government entities mainly the Defence Ministry and the country's National Guard. The session began with a lecture entitled 'Security Challenges in Kuwait participation in 'Decisive Storm' operation' which was presented by various high ranking security military and Foreign Ministry officials. Interior Assistant Undersecretary for State National Security Apparatus Sheikh Mubarak Salem Al-Ali Al- Sabah talked about the current dangers in the region and their repercussions on Kuwait's domestic affairs.
