Construction sector 'unable to meet 132 Saudization target'


(MENAFN- Arab News) Makkah building contractors have called on the government to cut the Saudization quota for the industry from 13 percent to 3 percent because they cannot find Saudis to fill current vacancies.

This was the appeal from members of the Makkah Chamber of Commerce and Industry's contractors' committee recently according to reports.

Saud Al-Saedi a member said Saudis cannot be found for many positions in the sector and that the government must decide on specific trades that should be Saudized.

Another member of the committee Saif Al-Turki a lawyer said: 'The Saudization quota should be reconsidered because 95 percent of the work requires skilled workers for which Saudis cannot be found in required numbers.'

He also called on the Labor Ministry to stop Saudi workers from leaving their jobs in the contracting sector. Those who do so should be penalized he said.

Ahmed Zaqzuq another member said that the strict enforcement of the Nitaqat system has hit the sector hard because there are few Saudis for the majority of positions that require skilled workers such as bricklaying plastering plumbing pipe-laying electrical wiring painting load carrying and transporting construction materials. Only 2 percent of jobs are fit for Saudis in administrative departments.

The members of the committee said there are several options that could be explored including allowing firms to hire workers on temporary work visas. They could also recruit from registered labor supply firms so that they do not have to deal with social insurance and residence permits.

Abdul Rahman Soleiman urged the Labor Ministry to issue temporary visas to enable contracting companies to complete their projects on time.

He also called on the committee to document all the difficulties faced by the contracting sector and submit this to the governor's office and the ministry.

The committee members also complained that they have to pay more for their workers and are suffering from project delays because of the ban on concrete trucks traveling on major roads and neighborhoods at certain hours.

They said the daily wage of an unskilled laborer has doubled from SR70 to SR150 while a skilled worker's wages had increased from SR120 to SR200. They said that the quality of the concrete has also been affected because of traffic officers stopping and imposing fines on drivers.

Abdullah Saeedi chairman of the committee said the committee plans to lay down a unified charter to ensure the rights of both contractors and project owners. He said there were many problems faced by contractors in completing their projects properly and on time.
