(MENAFN- Gulf Times) The Global Programme for the Implementation of the Doha Declaration has bolstered its international standing as it has received mention in several official United Nations resolutions and reports, the Ministry of Interior (MoI) has said in a statement.
In its Resolution 35/25, the Human Rights Council appreciated the programme's activities and specific approaches in several areas.
The Conference of the States Parties to the United Nations Convention against Corruption, in its resolutions 7/5 and 7/6, also referred to the work under the Global Programme supported by Qatar.
Further, the 72th session of the United Nations General Assembly welcomed the intention of the Qatar government to work with the United Nations Office on Drugs and Crime (UNODC) to ensure follow-up and implementation of the Doha Declaration 2015.
The Doha Declaration of 2015 was adopted at the end of the 13th United Nations Congress on Crime Prevention and Criminal Justice held in Qatar in April 2015, which called for the integration of crime prevention and criminal justice into the wider United Nations agenda.
Since then, Qatar represented by the MoI co-operated closely with the UNODC in order to implement the outputs of the Doha Declaration by turning its recommendations into practical programmes benefiting countries and peoples in the fields of education, training, justice and crime prevention.
In November 2015, an agreement was signed whereby Qatar would finance the Global Programme for the Implementation of the Doha Declaration to be implemented by the UNODC.
A follow-up committee was set up between Qatar and the UNODC in accordance with the agreement, which will function for the period between 2016 and 2019, until the 14th Congress on Crime Prevention and Criminal Justice to be held in Japan.
Qatar, represented by the follow-up committee on the implementation of the Doha Declaration, participated in several bilateral meetings in Vienna and Doha to develop plans and programmes that would create the appropriate foundation for the implementation of the recommendations of the Doha Declaration.
The Global Programme for the Doha Declaration focuses on four commitments:
n Judicial Integrity integrity and accountability in the criminal justice system;
n Prisoner Rehabilitation rehabilitation, social reintegration of prisoners;
n Crime Prevention through Sports promotion of a culture of lawfulness among children and youth through sports and life skill training; and
n Education for Justice integration of crime prevention, criminal justice and rule of law-related aspects into all levels of education.
Since the implementation of the Doha Declaration, it has benefited more than 13,000 stakeholders, mostly judges and prison practitioners, academics, teachers, sports trainers, representatives of relevant NGOs, and children and youth in more than 180 countries.
The capacity-building programme benefited more than 5,400 stakeholders from 150 countries, including conferences, workshops and training courses.
Awareness and education activities, through events organised under the programme and through the participation of the programme team in events conducted by other organisations, benefited more than 8,000 stakeholders from 180 countries.
In addition, 23 countries have received or are receiving technical assistance since the programme's inception in Asia, Africa and Latin America.
The office has also implemented some 130 events, most of which are in workshops, seminars and expert group meetings in the four areas of the programme.
The UNODC conducted a survey of beneficiaries in order to measure the effectiveness of the programmes implemented and their reflection on beneficiaries.
About 95% of the beneficiaries rated the quality of events as high or very high, while 85% indicated that they would apply the knowledge and skills acquired immediately.
