KUWAIT CITY, April 10: The parliamentary Budgets and Final Accounts Committee on Monday discussed the budget of Zakat House for fiscal year 2018/2019. Committee member MP Adel Al-Damakhi disclosed the Central System for Remedying the Status of Illegal Residents (CSRSIR) has not applied endowment support for Bedouns.
He also unveiled a plan to release hundreds of inmates serving time for financial cases before the holy month of Ramadan. He went on to disclose that the support which Zakat House gives to Bedouns was tackled in Monday's meeting, during which he informed Zakat House Director Muhammad Al-Otaibi about his dissatisfaction over the fact that a number of Bedouns are facing difficulties in receiving support from the institution although they are eligible. He said Al-Otaibi attributed the problem to the Bedouns' lack of identification documents.
The lawmaker asked the director to separate politics from humanitarian aspects in terms of the operations of the institution which is mandated to identify those who need support irrespective of their nationalities or political conditions. He said Al-Otaibi reassured him that anyone who deserves support will get it. Al-Otaibi also told the committee that there is no instruction to stop supporting Bedouns, so any issue raised in this regard is untrue.
He urged those who feel aggrieved to refer their cases to the committee which will ensure justice for them. He added some people have been convicted in financial cases in which the amount is very small — does not exceed KD 20, affirming there is a portal shared by Zakat House and the Ministry of Justice to solve the problems of Bedouns and secure the release of those jailed for financial cases after settling their financial obligations.
He disclosed 980 people, who were convicted in financial cases, were released last year. He expects a large number of such people will be released before Ramadan. He clarified these people are not qualified for the Amiri amnesty which is expected to benefit a number of people, indicating this amnesty and the release of many inmates serving time for involvement in financial cases will greatly contribute to ongoing efforts to reform correctional facilities and address congestion in these facilities.
