Jordan- MOF holds 'Way Forward for Fiscal Decentralization 2018' Conference


(MENAFN- Jordan News Agency) Amman (28 Feb. 2018) – Under the patronage of the Minister of Finance, the Ministry of Finance, supported by the USAID-financed Fiscal Reform and Public Finance Management Project, organized the conference: 'Way Forward for Fiscal Decentralization 2018'. The conference aims to highlight the achievements attained in fiscal decentralization and to push further in its implementation.

The conference, which was attended by representatives of the ministries involved and representatives of municipal councils from all 12 governorates, reviewed fiscal decentralization action plan, which aims to broaden the responsibilities of governorates, increase citizens' participation and empower them to identify their priorities, as well as enhancing the equitable and effective distribution of development gains throughout the Kingdom.

In his opening remarks at the conference, Minister of Finance Omar Malhas said that Governorates should be assisted in developing their capacities in data collection and analysis for use in preparing policies, plans and strategies ... and in raising their capacity in financial supervision to be able to plan and implement their development programs and activities. Implementation of fiscal decentralization will take place in a planned and phased manner over several years to ensure no disruption of financing, budget execution, and service delivery to citizens".

He congratulated all branches of the Government that are active in fiscal decentralization on their achievements, thanked the United States government for helping Jordan further good governance andraise the quality of life for Jordanians by improving the delivery of services to all citizens in all parts of the Kingdom.

The Minister of Interior Samir Al Mubaidin emphasized Jordan's commitment to the success of this experiment, Minister of Interior Samir Al-Mubaidain affirmed that Jordan is committed to the success of this drive in accordance with the objectives of the decentralization project, which is to achieve comprehensive development, respond to the needs of governorates, and enhance the popular interactive and democratic participation in the decision-making process, so that the elected governorate councils and municipal councils can work in a consensual manner with the executive, local and municipal councils to determine priorities, draw development and investment plans, enhance work on capital projects, and improve the services provided to citizens.

USAID representative in Jordan affirmed the Agency's commitment to cooperate closely with the Government of Jordan to overcome current challenges and noted that GOJ's decentralization efforts are planned and promising.

MOF Secretary General and the Director of the General Budget Department gave presentations in which they overviewed the procedures carried out to implement decentralization, the challenges faced and the proposed action plans for the next years in order to expand the scope of applying fiscal decentralization.

The conference concluded with a panel discussion in which the secretaries general of the ministries involved in decentralization responded to the questions and comments of participants to enhance understanding of decentralization in Jordan.
