The Peace Initiative Of The Government Of Sudan

The Sudanese civilian cabinet headed by Prime Minister, Dr Kamil El-Tayeb Idris, has recently laid down before the United Nations Security Council Session, its general outlines for achieving peace in the country.

The session,convened at the request of the Government of the Sudan, on 22nd of December 2025, was fully devoted to the issues of peace and the development of the situation on the ground.

The outlines of the peace plan which the Sudanese prime minister, Idris, named“ The Peace Initiative of the Government of Sudan”, consists of five main points: -

An Introduction,
Fundamental Steps Towards Peace in the Sudan,
Confidence Building Measures,
Reconciliation and Social Peace Conferences, and
The Political Process

The Sudanese Prime Minister Dr. Kamil El-Tayeb Idris, addressed
The session where he underlined that history will not remember the complexity of this conflict; it will remember whether the world acted while action was still possible.

Idris underlined that the Peace Initiative of the Government of Sudan, which he submitted before the UN Security constitutes a clear test of our collective resolve:” a ceasefire that can be monitored, a disarmament process that can be enforced, a justice system that is not selective, and a reconciliation that is not superficial.”

He also made it clear that the initiative affirms a simple and enduring truth:“there can be no peace without accountability, no stability without a single national authority, and no future without healing. Sudan seeks neither impunity nor an endless war; it seeks a just peace, grounded in law and safeguarded by the international community.”

He expected the initiative to mark the moment when Sudan stepped back from the precipice, and“when the international community stood on the right side of history”, he said, adding” Let this Council be remembered not as a witness to collapse, but as a partner in recovery”.
He reminded the council that Sudan today stands at a decisive moment in its history a moment when the silence of arms can either be delayed by hesitation or secured by courage.“Our nation has paid an unbearable price in human lives and in the tearing of its social fabric. Cities have been reduced to ruins, families forced into exile, and hope itself placed under siege.”

Idriss has stressed that the Sudan Peace Initiative as presented to the council was actually born not of illusion, but of necessity; not of victory, but of responsibility.“It is a deliberate choice to replace chaos with order, violence with the rule of law, and despair with hope.”

He further added that, grounded in international principles, complementary and synergistic with the Saudi American Initiative, and shaped by painful experience,“this initiative offers a realistic, enforceable, and inclusive framework to protect civilians, end atrocities, restore state authority, and open the door to national reconciliation”.

The Prime Minister, Dr Kamil Idris, made it clear that“ Sudan does not ask for sympathy alone; it asks for partnership to guarantee peace, justice, and the dignity of its people. Our initiative is an internal solution -- it is not imposed upon us. This is not about winning a war; it is about ending a cycle of violence that has failed Sudan for decades.”

Following Sudanow publishes the full text of the initiative as delivered by the Prime Minister Dr Kamil El -Tayeb Idris:

PEACE INITIATIVE OF THE GOVERNMENT OF SUDAN

(1) PREAMBLE
Sudan is facing an existential crisis resulting from the war waged by the rebel militia (formerly the Rapid Support Forces). This situation, which constitutes a blatant violation of international laws and norms, has triggered an unprecedented humanitarian catastrophe and threatened regional and international stability. In this regard, and with reference to the road map submitted to your esteemed body, and as a complement to the Saudi-American Peace Initiative, we hereby present the Peace Initiative of the Government of Sudan.

This initiative reflects the vision of the Civil Transitional Government of Hope of Sudan to bring an end to this armed aggression, protect civilians, save human lives, preserve the unity of the national territory, and uphold international peace and security.

FUNDAMENTAL STEPS TOWARD PEACE

I. Ceasefire
Declaration of a comprehensive ceasefire under the joint supervision of the United Nations, the African Union, and the League of Arab States.
Simultaneous withdrawal of the rebel militia from all occupied areas, in accordance with the Declaration of Principles signed in Jeddah on 11 May 2023.

II. Cantonment of Rebel Militia Fighters
Assembly of fighters in mutually agreed camps under joint supervision (UN, AU, League of Arab States).
Registration, screening, and collection of blometric data of the fighters.

III. Internally Displaced Persons, Refugees, and Humanitarian Assistance
Securing the return of internally displaced persons to their areas of origin and facilitating the voluntary return of refugees.
Ensuring unimpeded humanitarian assistance to all areas affected by the war.

IV. Disarmament of the Rebel Militia
Implementation of a comprehensive disarmament operation under international supervision, with safeguards to prevent the recirculation of weapons.

CONFIDENCE-BUILDING MEASURES

Based on United Nations Security Council Resolution 2736, which advocates national ownership of the peace process, the Civil Transitional Government adopts the following measures:-

-Political Measures

Judicial proceedings concerning public law, while adopting accountability policies for individuals not involved in war crimes or crimes against humanity (civilian and military), through transitional justice mechanisms.
Preservation of the right to identity documentation for all citizens and guarantees for their voluntary return to the country (following review of criminal records), in order to create a conducive environment for Sudanese Sudanese dialogue.

-Security Measures
Integration of eligible individuals into regular forces and implementation of Disarmament, Demobilization, and Reintegration (DDR) programs to facilitate a return to civilian life, with the support of international programs.

- Economic Measures (Reparations)
Support for development and reconstruction projects in Darfur, Kordofan, and other war-affected states.
Establishment of governmental and international microfinance funds alongside reconstruction projects.
Provision of employment opportunities and civilian training programs to reintegrate former combatants and facilitate their entry into the labor market, while involving non-civilian militia members in the implementation of these projects.

- Social Measures
Engagement of militia elements not implicated in crimes and their affiliated social entities in community peace-building initiatives and reparations programs to restore trust.
Involvement of these elements and supporting social entities in education and health programs in war-affected areas, and their integration into society_

RECONCILIATION AND SOCIAL PEACE CONFERENCES

Organization of national and international conferences to restore peace and social cohesion and address the consequences of the war, in cooperation with international partners and brotherly countries.

THE POLITICAL PROCESS

Conduct of an inter-Sudanese dialogue during the transitional period to agree on the modalities of state governance.
Organization of free and transparent elections under international observation to complete the democratic transition
