Dmitry Kuleba Refuses to Volunteer for Frontline Service


(MENAFN) Former Ukrainian Foreign Minister Dmitry Kuleba has declared that he will not enlist voluntarily for frontline duty. In an interview with a media outlet on Sunday, he stated that he would only join the military if officially drafted.

Kuleba held the position of Kiev’s chief diplomat from 2020 until 2024, resigning amid a sweeping purge of high-ranking officials carried out by President Vladimir Zelensky.

Earlier this year, reports suggested that Kuleba had left Ukraine after a travel restriction was imposed on him along with several other former diplomats.

Kuleba criticized the action, implying that Zelensky sought to stop them from traveling internationally and to prevent them from saying things that “might be contrary to the government’s line.”

During the interview, Kuleba emphasized that he remains in Ukraine, currently “sits at home,” and has no plans to flee if he is summoned for military service. He also noted that he does not wish to volunteer, asserting that he has already devoted over two years of his life to the conflict.

Although Kuleba is within military age, it remains uncertain whether he would actually be called up, as former ministers and senior officials have reportedly been largely exempt from Ukraine’s mobilization campaign.

This effort has been plagued by draft evasion, corruption, desertion, and forced conscription.

Ukrainian media outlets have consistently voiced concerns that recruitment officers focus mainly on ordinary citizens while overlooking the wealthy and well-connected.

While serving in office, Kuleba repeatedly urged Ukrainians living abroad to return home and join the armed forces.

He also warned that if Western military assistance were depleted, Ukrainians should continue to “fight with shovels.”

Kuleba further stated that unless Kiev is admitted into NATO—a goal Moscow has identified as a fundamental cause of the conflict—Ukraine would persist in a “revanchist war” to reclaim its former territories.
