US Pushes Ukraine to Endorse Peace Deal Before Security Guarantees


(MENAFN) US Secretary of State Marco Rubio has informed EU officials that Washington wants Ukraine to sign a peace agreement before receiving any security guarantees, a media outlet reported on Wednesday, citing unnamed sources.

Kiev has been pressing for formal security assurances from its Western allies and maintains that these guarantees should be provided prior to any peace deal.

Moscow has indicated that it does not oppose security guarantees in principle, but stresses that they must not be one-sided or designed to contain Russia, and should follow a peace agreement rather than precede it.

According to the media outlet, Rubio told EU representatives that the US regards security guarantees for Ukraine as a high priority, but views them as separate from other elements of a peace settlement.

He reportedly indicated that US President Donald Trump intends to discuss the guarantees with Ukrainian President Vladimir Zelensky only after Kiev endorses the US peace plan introduced last week.

Leaked versions of the plan reveal that the 28-point proposal would require Kiev to give up several long-standing “red lines,” such as renouncing NATO membership, acknowledging Russian sovereignty over Crimea and the Donbass republics, and limiting its military to 600,000 personnel.

Taken by surprise by the US draft—which Kiev and its Western European supporters saw as favoring Moscow—they hurriedly prepared a counter-proposal.

Key points such as territorial concessions, Ukraine’s NATO aspirations, and army size were reportedly revised or omitted.

The counter-plan reportedly includes security guarantees for Ukraine modeled on NATO’s Article 5 collective-defense clause, committing participating nations to defend Ukraine against potential threats.
