Ukraine Reports On Annual National Program Implementation At NATO Council
During the meeting, Kachka presented several key points: the current situation on the battlefield; Ukraine's urgent needs to counter Russian aggression; and the progress of reforms.
The Deputy Prime Minister briefed the Alliance on the main measures implemented by the Ukrainian side over the past year to move closer to NATO norms and standards, particularly within the framework of the adapted Annual National Program for 2025. He highlighted the importance of NATO's recommendations for next year, especially in the context of reforming the security and defense sector to achieve interoperability with the Alliance.
“Open, ongoing dialogue helps us move faster and stay on the right track. The main focus of the ANP for 2026 will be reform of the defense and security sector, namely the further implementation of NATO standards, improvement of the defense procurement model, and creation of a foundation for a strong defense industry,” the Deputy Prime Minister emphasized.
Kachka also addressed issues of democratic transformation, including the rule of law, anti-corruption policy, and protection of the rights of national minorities.
Special attention was paid to support for Ukraine's energy sector.
“Russia is once again trying to turn winter into a tool of terror against Ukraine. In recent months, the number of attacks has sharply increased. Just last month, the enemy carried out a record number of missile strikes for 2025 - 268 missiles of various types were launched at Ukrainian cities and infrastructure facilities. Strengthening Ukraine's air defense to protect energy facilities is an absolute priority at the moment. We are grateful to our partners for their support and look forward to further supplies of the necessary equipment and materials to restore damaged capacities,” Kachka stressed.

“NATO SecGen Mark Rutte welcomed Deputy PM Taras Kachka of Ukraineto NATO headquarters,” NATO spokesperson Allison Hart said on X.
She noted that at today's meeting of the NATO–Ukraine Council, in which the Deputy Prime Minister took part, he updated the Allies about the key reforms Ukraine is implementing.
“He also thanked the Allies for their close cooperation and continued support for Ukraine, including through the PURL initiative,” Hart said.
As reported by Ukrinform earlier, NATO Senior Representative in Ukraine Patrick Turner refuted the narrative about the“weakness of the Alliance” and its supposed“withdrawal from the game” in countering Russian aggression and supporting Ukraine.
