As part of Urban Future Week Dubai Municipality launches the “Joint Agility Incubator” to advance government integration
(MENAFN- Weber Shandwick) Dubai, United Arab Emirates, 10 November 2025: Dubai Municipality has launched the Joint Agility Incubator (Gov² Agility Connect), a first-of-its-kind initiative among government entities in Dubai. The initiative is designed to institutionalise government integration, enhance organisational agility, and strengthen proactive planning, enabling the emirate to respond more rapidly to future challenges, capitalise on shared opportunities, and accelerate decision-making informed by unified government data.
The announcement took place during Urban Future Week, co-hosted by the Dubai Municipality and the Museum of the Future. The event convenes leading global and local experts, policymakers, and future thinkers to explore the future of urban planning and to discuss strategies that enhance cities’ readiness for emerging challenges.
The Joint Agility Incubator reflects Dubai Municipality’s vision of adopting agile institutional practices, accelerating adaptability to change, and ensuring effective crisis response. It supports faster decision-making and improved service quality through integrated, collaborative government operations grounded in the principles and methodologies of organisational agility.
The name “Gov²” symbolises the amplified impact achieved through government collaboration. “Agility” highlights responsiveness to evolving challenges and opportunities, while “Connect” represents the principle of a unified government system with flexible organisational and procedural coordination.
Integrated government partnerships
To activate the first phase of the Incubator, Dubai Municipality has signed several Memoranda of Understanding with government entities to strengthen joint work and shared planning. These include:
• Dubai Future Foundation – to support initiatives that enhance the aesthetics and attractiveness of the city.
• Dubai Development Authority, Dubai Integrated Economic Zones (DIEZ), and the Ports, Customs and Free Zone Corporation – to advance integrated building data and enable innovative urban planning solutions.
• Dubai Health Authority – to strengthen public health collaboration through early detection and analysis of shared and vector-borne disease data.
His Excellency Eng. Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, said: “The Joint Agility Incubator reflects Dubai Municipality’s commitment to strengthening government integration and advancing a unified government framework that enhances agility and rapid response capabilities.
