Baramulla DM Imposes Curbs Around Mirgund

Meanwhile the District Magistrate of Baramulla has announced the imposition of restrictions under Section 163 of the Bhartiya Nagrik Suraksha Sanhita (BNSS), 2023, in the villages of Mirgund and Mirchimar in Tehsil Singhpora, Sub Division Pattan, in view of potential law and order issues during the upcoming 9th Muharram procession today.

The decision, formalized through Order No: 36-DMB (PS) 2025, dated July 4, 2025, follows a detailed report from the Senior Superintendent of Police (SSP) Baramulla.

According to the SSP's letter (No: CS/Moharram//2025/12148-57, dated July 3, 2025), a Muharram procession traditionally organized by the Mirchimar Mohalla Committee - previously affiliated with the now-banned Ittihad-ul Muslimeen - has become a source of contention this year. Shia Association (led by Imran Ansari) has raised objections, questioning the legitimacy of the procession on religious and proprietary grounds related to the Imam Bargah in Mirchimar.

The SSP further reported that tensions between the two factions have led to repeated clashes, resulting in multiple First Information Reports (FIRs) being filed at Police Stations in Pattan and Shalteng over the past months. The situation has escalated, raising significant concerns over the potential for renewed confrontations if the procession is allowed to take place.

Given the history of conflict, recent developments, and current security assessments, the SSP recommended the imposition of Section 163 BNSS in the area as a preventive measure. Acting on this recommendation, District Magistrate Minga Sherpa (IAS) has ordered that restrictions be enforced in Mirgund, Mirchimar, and nearby areas from 8:30 PM on July 4 to 9:30 PM on July 5, 2025.

Under the restrictions, no assembly or congregation of four or more persons will be allowed. All processions are strictly prohibited. Furthermore, individuals - except members of the armed forces, police, magistrates, or duly authorized public servants on duty - are barred from carrying firearms or any object that could be used as a weapon. The use of loudspeakers or sound amplification systems, whether stationary or mounted on vehicles, is also forbidden unless prior approval is obtained from the District Magistrate.

The administration has emphasized that these measures are necessary to maintain peace and order, and to protect life and property during the sensitive Muharram period. The order was issued under the official hand and seal of the District Magistrate, Baramulla, on July 4, 2025.
