
Minnesota State Legislators Leads Nation In Recall Efforts
City council members continued to be the most common targets for recall efforts.
MIDDLETON, Wis., July 2, 2025 /PRNewswire/ -- Key findings from Ballotpedia's recently released 2025 Mid-year Recall Report include:

Minnesota emerged as the state with the most officials targeted for recall so far in 2025, with 35. On February 4, 2025, Minnesota Republicans announced their plans to recall every House Democrat for their three-week boycott at the start of the 2025 legislative session . These 29 recalls alone gave 2025 the second-most recalls against state lawmakers in a single year since 1913. The Minnesota recalls represented 44% of the 66 total House seats held by Democrats and 22% of the whole chamber.
California followed in second with 30 officials, and Colorado ranked third with 20.
Michigan and California have typically recorded the highest recall volumes over the past decade.
For the first time since tracking began, state lawmakers tied with school board members as the second-most targeted officials, with 34 legislators facing recall campaigns.
Recall elections removed 9% of officials included in recall efforts this year as of June 20, 2025.
