Cabinet Approves 2025 Services Development System, Strategic Cooperation Agreements

Amman, June 11 (Petra) – The Cabinet, headed by Prime Minister Jafar Hassan, approved the 2025 Government Services Management and Development System during its Wednesday session, establishing a national framework to modernize government services and improve public access.
The system aims to deliver data-driven, citizen-centric services, with clearly defined roles for government agencies. It outlines a model for digital, accessible, and innovative services based on participation, accountability, and institutional empowerment. The Civil Service and Public Administration Authority will lead the development of strategies and performance indicators, while the Ministry of Digital Economy and Entrepreneurship will oversee digital policies, infrastructure, and service platforms.
The Prime Ministry's Digital Transformation Unit will support government entities in digitizing services, and the Public Sector Modernization Program Management and Implementation Unit will ensure alignment with modernization commitments.
The system also mandates ministries to review procedures, improve user experience, and adopt multi-channel service delivery, supported by regular performance evaluations and recipient feedback. It further institutionalizes integrated government service centers as a model for efficiency and citizen access.
Separately, the Cabinet approved the rationale for the 2025 Administrative Organization Project of the Accreditation and Quality Assurance Commission, authorizing it to assume responsibilities formerly held by the Technical and Vocational Skills Development Authority. The draft regulation empowers the Commission to regulate and accredit vocational, technical, and higher education institutions, and to oversee qualifications in line with the National Qualifications Framework.
Additionally, the Cabinet approved a draft regulation to amend the National Center for Curriculum Development System for 2025. The amendment seeks to modernize curricula, assign exam preparation to the Center, and establish a computerized question bank for national and international assessments. It aims to integrate technology and modern skills into learning, analyze student responses, and develop indicators to enhance educational quality. The draft also includes mechanisms for incorporating feedback from educators.
On climate policy, the Cabinet approved the Master Accreditation Agreement between the Cities and Villages Development Bank and the Green Climate Fund. This agreement enables Jordan to access grants and concessional loans for projects mitigating climate change and reflects the international community's confidence in the bank's compliance with environmental, social, and financial standards.
The Cabinet also approved the rehabilitation of the Wadi Bin Hammad road in Karak Governorate, citing its strategic importance for tourism, agriculture, and road safety. The project will be funded through the Governorate Council's current-year budget.
In international cooperation, the Cabinet approved several memoranda of understanding, including one with Turkey's Ministry of Family and Social Services to enhance cooperation in social welfare, family empowerment, and services for vulnerable groups.
A memorandum with Syria, signed during the May 20 visit of Deputy Prime Minister and Minister of Foreign and Expatriates Affairs Ayman Safadi, establishes a Higher Coordination Council to boost bilateral cooperation across sectors. The Council will convene biannually, with provisions for extraordinary sessions.
Further, a memorandum signed with Spain's Ministry of Agriculture aims to enhance cooperation in agricultural policies, technologies, marketing, and investment in food processing, including quarantine procedures and guidance.
The Cabinet also approved the Joint Declaration on Strategic Partnership between Jordan and Spain, signed in Madrid last Thursday in the presence of His Majesty King Abdullah II and the Spanish Prime Minister. The declaration seeks to elevate bilateral ties in development, defense, economy, and culture.
Moreover, the Cabinet extended Jordan's agreement with the United Nations to support the UN Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) for another year, beginning June 1, 2025. The Jordanian Armed Forces will conduct air and ground operations through the Jordanian Helicopter Unit (Congo/1), contributing logistical, medical, and evacuation support.
The unit marks Jordan's first aviation-based peacekeeping participation and reinforces the Kingdom's longstanding contributions to international stability and humanitarian aid missions in global conflict zones.
Finally, Interior Minister Mazen Faraya briefed the Cabinet on investment-based residency and citizenship data. In the first quarter of 2025, 17 investors received Jordanian citizenship, with total investments amounting to JD32 million.
