Moci Specifies Obligations For New Vehicle Reservation

Doha: The Consumer Protection and Combating Commercial Fraud Department at the Ministry of Commerce and Industry (MoCI) has issued a circular specifying the obligations car suppliers have towards consumers reserving new vehicles.

The Ministry stated that the obligations were in line with Qatar's Consumer Rights Protection Law No. (8) for 2008, and are in line with the ministry's keenness to protect consumers' rights.

As per the new obligations, a form would be required to reserve a vehicle, which must include:

- Supplier's name, address, invoice date
- Vehicle/service type, with basic description
- Sale unit
- Number of units sold
- Unit condition (if used)
- Good/service price in Qatari Riyal
- Date of delivery
- Supplier or legal representative's signature/seal
- Good's serial number and components

The supplier is to fill the form once“certain about the availability of the requested vehicle, and once the date of delivery and payment are established.”
After that, the customer must be provided with a copy of the“delivery date form.”

The Ministry's circular established that all vehicle suppliers concerned must regularly provide the Consumer Protection and Anti-Commercial Fraud Department with a monthly statement of car reservations made, and to facilitate the ways the department could access these statements.

MoCI specified that car dealers residing in Qatar will be given a week's notice to implement the changes and then report it to the Consumer Protection and Anti-Commercial Fraud Department.

The Ministry affirms that after the expiry of the deadline, it shall intensify its inspections to monitor the adherence of car dealers to the new regulations, and it will deal with any violation of the obligations stipulated in Law No. (8) of 2008 and its implementing regulations related to consumer protection.
