Bolton stated in a radio interview that while the US is sitting still, these countries are moving to strengthen their relationships and threaten US interests in different parts of the world. He stated that the Saudis and others are turning towards China and Russia because they don't believe the US has the resolve and fortitude necessary to protect the world against Iran and its intentions.

Chinese officials have pushed back against the US's claims of threats, arguing that the US and its NATO allies behave as if they're still fighting the Cold War. They've maintained neutrality on the Ukraine crisis, resisting US pressure to condemn Russia over the conflict. They proposed a 12-point plan to end the fighting, which Biden dismissed, stating that it would benefit only Russia.
