Brazil enacts air services agreement with Bahrain

São Paulo – Last week, the president of Brazil, Jair Bolsonaro, promulgated an agreement on air services signed between Brazil and Bahrain in 2018. The agreement was approved by the Brazilian National Congress in July this year, and the decree was published in the Brazilian Official Federal Gazette on October 21. The agreement expresses intentions from both parties to facilitate the expansion of international air service opportunities and promote an aviation system based on competition between airlines in a market with minimal government interference and recognizing efficient and competitive international air services increase trade, consumer welfare and facilitate economic growth.

The agreement text states it is subject to the Chicago Convention, which defines sovereignty of states over their airspace, and establishes a series of common practices for air exchange between countries, such as overflight permission on the territory of the other party, the right of each country to designate airlines to operate the agreed services, and exemption from customs duties.

Brazil and Bahrain do not currently have nonstop flights between them but maintain diplomatic and commercial ties. Last week, Jair Bolsonaro also signed a decree creating a Brazilian embassy in Manama, Bahrain. Until then, the Brazilian embassy in Kuwait was cumulatively responsible for the island country. Bahrain also recently appointed an ambassador to its diplomatic headquarters in Brasília, Bader Abbas Hasan Ahmed Alhelaibi, who handed over his credentials to Bolsonaro earlier this month.
