Ukroboronprom approves anti-crisis plan for Kharkiv aircraft plant


(MENAFN- UkrinForm)The head of the state defense conglomerate Ukroboronprom, Yuriy Husyev, has approved an anti-crisis plan for Kharkiv State Aircraft Manufacturing Company.

Husyev announced this on his Facebook page, according to Ukrinform.

"Today, after respective revisions, I have approved the plan of anti-crisis measures. The document contains a clear road map and will allow the company to improve its financial and economic condition," he wrote.



Husyev stressed that "teamwork and support of the Cabinet of Ministers of Ukraine and the Verkhovna Rada of Ukraine are needed" to bring the company out of the long-term financial crisis to a break-even point. He added that negotiations were underway with Ukrainian and foreign companies to attract investment in the plant.

"We are working on a daily basis to obtain state contracts for An-74 aircraft. In this regard, we sent a letter of appeal, including to the chairman of the Verkhovna Rada committee on national security, defense and intelligence, Oleksandr Zavitnevych, with the proposal to improve the mechanism for concluding contracts for aircraft production according to the state order under state guarantees. This applies not only to Kharkiv State Aircraft Manufacturing Company, but also to other companies in a difficult financial situation, "Husyev wrote.

He asked the government to approve a respective draft resolution as soon as possible.

Kharkiv State Aircraft Manufacturing Company is an enterprise of Ukraine's aviation industry specializing in the mass production, finishing and maintenance of aircraft. In June 2015, the bankrupt plant joined Ukroboronprom. It was included in the list of enterprises that are currently not subject to privatization. The state enterprise's main debt (65%) of over UAH 2 billion to the state budget is related to the issuance of bonds worth UAH 1.6 billion in 2009 under state guarantees.

In 2012-2020, the plant had no government orders at all. The company produced its last aircraft in 2014. As of the beginning of this year, the company's total debt amounted to UAH 4 billion, including UAH 2 billion to the state.

In August 2020, a meeting chaired by Prime Minister Denys Shmyhal took place at the enterprise. The head of government said that a working group led by Deputy Prime Minister Oleh Urusky would work out a plan for the development of the aircraft plant. According to Shmyhal, such an option as a concession to bring the company out of the crisis is not being considered.



On January 4, Urusky said during his working trip to Kharkiv that a bill to write off the enterprise's debt was being prepared.

On April 14, Ihor Fomenko, Ukroboronprom's deputy general director for production, said that they were looking for an investor for Kharkiv State Aircraft Manufacturing Company who is ready to invest $150 million in the import substitution program for the An-74 aircraft.
