Qatar- Shura Council discusses draft law on diplomatic and consular corps


(MENAFN- The Peninsula) Doha: The Shura Council held its regular weekly meeting yesterday under the Chairmanship of its Speaker, H E Ahmed bin Abdullah bin Zaid Al Mahmoud.

At the outset of the meeting, the Council discussed its draft budget for fiscal year 2020. The Council then discussed a draft law on the diplomatic and consular corps.

The draft law includes 93 articles and determines the order of the functions of the corps' members and the conditions of appointment. It also includes a number of articles on diplomatic missions, their competence and matters relating to their administration, the performance appraisal system of the diplomatic and consular corps, promotion, transfer, assignment, leave and the duties of both corps' members.

After discussion, the Council decided to refer the draft law to the Internal and External Affairs Committee to study it and submit a report thereon to the Council.

The Shura Council also discussed a draft law regulating medical treatment abroad. The draft law will facilitate the procedures for the treatment of Qatari patients abroad and provide them with the best services.

Under the provisions of the draft law, the State shall assume the medical treatment of the citizens abroad and shall bear the expenses of treatment and other costs in accordance with the provisions of this law.

The medical treatment of citizens abroad shall be decided by a decision from the relevant committee in cases if the appropriate treatment is not available in the country, in accordance with the provisions of this law and its executive regulations.

The State shall also bear the expenses of medical treatment of students and employees on scholarships abroad and members of their families who are legally dependent on them.

The State shall also bear the expenses of medical treatment of students studying abroad on their own expenses, on condition that they provide enrollment verification.

After discussion, the Council decided to refer the draft law to the Public Services and Utilities Committee to study it and submit a report thereon to the Council.
