(MENAFN- The Peninsula) The Minister of Justice and Minister of State for Cabinet Affairs, H E Dr. Issa bin Saad Al Jafali Al Nuaimi, and the Minister of Justice of the State of Kuwait, Dr. Fahd Mohammed Mohsen Al Afasi signed yesterday a memorandum of understanding (MoU) between the National Committee on International Humanitarian Law at the Qatari Ministry of Justice and the Permanent National Committee for International Humanitarian Law in Kuwait.
The MoU was signed as part of the efforts of Qatar and Kuwait to optimise the application of the rules of international humanitarian law and to promote fruitful legal cooperation between the two brotherly countries, including the exchange of expertise between the specialised committees.
On this occasion, H E Dr. Issa bin Saad Al Jafali Al Nuaimi stressed the importance of this agreement, which reflects the keenness of the wise leaderships in Qatar and Kuwait to promote joint relations in various fields, including the legal areas within the framework of the agreement signed yesterday between the National Committee for International Humanitarian Law in the State of Qatar and the Permanent National Committee for International Humanitarian Law in the State of Kuwait to exchange experiences in the field of international humanitarian law, promote joint cooperation in raising awareness of this law and exchanging information in this field.
In remarks following the signing of the MoU, H E the Minister added that the existing strong and close relations between the National Committees for International Humanitarian Law in Qatar and Kuwait are 'crowned today with this agreement which will allow the establishment of a database to spread awareness of international humanitarian law among the various bodies targeted by this law.
For his part, Dr. Fahd Mohammed Mohsen Al Afasi expressed pleasure at growing Kuwaiti participation, in the legal seminar held by the National Committee on International Humanitarian Law at the Qatari Ministry of Justice, with signing this MoU, which aims at exchanging expertise and spreading awareness on concept of international Humanitarian Law.
He praised the bilateral relations between Qatar and Kuwait, describing them as solid and strong in all fields, including legal and judicial cooperation between the Ministries of Justice in the two countries.The MoU aims at working towards the optimal application of international humanitarian law through the dissemination of legal awareness, training and raising the capacities of target groups in civilian and military educational institutions, and proposing new legislative texts. The MoU also affirms the keen interest of the national committees in Qatar and Kuwait to ensure respect for international humanitarian law and to broaden its understanding at the national level.
Meanwhile, the National Committee on International Humanitarian Law, in cooperation with the International committee of Red Cross (ICRC) — the regional mission to the GCC countries, organised yesterday a legal seminar to mark the 70th anniversary of the four Geneva Conventions of 1949.
Under-secretary of the Ministry of Justice and Chairman of the National Committee on International Humanitarian Law, Sultan bin Abdullah Al Suwaidi said he looks forwards achieving the objectives of the seminar, which was held under the auspices of H E the Minister of Justice and Minister of State for Cabinet Affairs.
He said that the National Committee for International Humanitarian Law in Qatar was established with the objective of consolidating the principles of international humanitarian law, work to achieve the objectives of the international conventions and agreements concluded thereon and to promote international cooperation in this field.
The legal seminar was attended by International Humanitarian Law committees in Kuwait, Oman, Morocco, Jordan and Palestine, as well as representatives of the Qatar Red Crescent and the ICRC's regional mission to the GCC countries.
The seminar reviewed the four Geneva Conventions in terms of the pros, cons and the challenges they face with the widening of tensions, wars and conflicts in the region and the world. It also reviewed the role of the State of Qatar in the field of international humanitarian law and its pioneering efforts to raise awareness of this law and promote its provisions, especially in times of war and armed conflict.
For her part, Deputy Head of ICRC Mission to the GCC countries Dorothea Krimitsas praised the National Committee for International Humanitarian Law in the State of Qatar for hosting this important symposium, which comes in celebration of the 70th anniversary of the Geneva Conventions and the Committee's keenness to highlight international humanitarian law in light of the developments in the world.
She stressed the importance of the four Geneva Conventions in the protection of civilians during armed conflicts, as these conventions and protocols provide for the protection and safety of civilians and ensuring respect and good treatment during the wars and armed conflicts, a commitment that must be made by all States.
