Qatar- NHRC decries violations of siege countries against women

Doha: The Secretary-General of the National Human Rights Committee Mariam bint Abdullah Al Attiyah called on the international community and international human rights institutions and organizations to take effective and strong measures to end the violence experienced by women in the region resulted by the grave violations of the siege countries.

In a speech on the occasion of the International Day for the Elimination of Violence against Women, which falls on November 25 each year, the NHRC Secretary-General said that while the international community is making vigorous efforts resulted in many conventions and laws that protect women from violence, women in Qatar and the Gulf countries are marking this day while being subjected to the most severe forms of moral, psychological and physical violence as a result of the unjust siege.

She said that siege violates one of the highest human rights guaranteed by religions, legislation and international laws, which is depriving women of their right to be reunited with their children and their spouses, in addition to their right in education, mobility and treatment, under the pretext of political differences, which are serious and gross violations against women, and a blatant violation of international human rights law and charters.

She regretted the silence of governments and international organizations towards the violence resulting from an unjust siege, which made women victims of serious violations committed by the siege countries. She underlined that the NHRC will continue to fight all forms of violence against women.

The NHRC Secretary-General praised the steps and measures adopted by the Qatari government to protect women from various forms of violence, which was reflected in the accession of the State of Qatar to the Convention on the Elimination of All Forms of Discrimination against Women in 2009, and its keenness on providing family support services, including the establishment of Qatar Foundation for Child and Women Protection and the Family Counseling Center, and other social institutions concerned with protecting the rights of Qatari women and all women residing in Qatar.

In this regard, she referred to the promulgation of the Family Law in 2006, and law of establishing the Family Court, in addition to the continuous review of national legislation and the amendment of some provisions in order to provide maximum protection for members of the community.

She also noted the interest of Qatari legislation in the resident women category and the domestic helpers category, by issuing Law No. 15 of 2017.

Secretary-General of NHRC considered the celebration of the International Day for the Elimination of Violence against Women as another opportunity to affirm NHRC's commitment to the defense and protection of women's rights. She pointed out that NHRC recommends and urges in all its recommendations and reports the government to continue to develop and protect women's rights, and to address all the shortcomings that may impede women's participation and contribution to the development of society, as NHRC firmly believes in women essential role for the success of any civilizational project and on the basis of NHRC's commitment to its tasks set forth in the Paris Principles.

On NHRC's tasks to combat and eliminate violence against women, Mariam bint Abdullah Al Attiyah pointed out that NHRC is a quasi-judicial body, in accordance with international standards, its mission is to receive complaints and grievances that may come from women subjected to violence of all kinds and find solutions for these women.

She added that NHRC conducts field studies to monitor the awareness of various groups of society about the seriousness of the phenomenon of violence, such as a survey of 1,000 citizens on the provisions of the international convention on the elimination of all forms of discrimination against women, noting that the results of the survey showed a high level of awareness among groups of society and their rejection of violence against women and violence of various kinds.
