Qatar- Executive regulation on PRP to be issued within months

DOHA: The decisions and executive regulations for the implementation of the Permanent Residency Permit Law have been prepared and currently under study and expected to be issued within a few months.

According to the law on permanent residency, the Law No. 10 of 2018, issued by Amir H H Sheikh Tamim bin Hamad Al Thani in September this year, the expatriates in Qatar are able to obtain permanent residency permit (PRP) of Qatar under certain rules and conditions.

Reema Saleh Al Mana, Legal Researcher at the Legal Affairs Department of the Ministry of Interior, told The Peninsula that the applicant should have enough knowledge of Arabic language but the decision of language proficiency would be taken by the committee after evaluation while the full-command over language was not a necessary condition.

She was speaking on the sidelines of the 9th Round Table Discussion Among Local Communities organised by Doha International Center for Interfaith Dialogue recently at Rotana City Center.

According to the law, Permanent Residency Permit should not be given to more than 100 people in a year. When asked to comment on this clause of the law, she said that the number could be more than 100 in the case of recommendation of the Minister of Interior and approval from H H the Amir.

She added: 'The Ministry of Interior has established an office for 'Committee for Granting Permanent Residency Permit to receive applications. Also a digital platform has been created on the Ministry's website and on Metrash2.

Among the prominent conditions for obtaining PRP is that the applicant should have a good conduct and reputation and have not previously been convicted of a dishonourable offence, unless he/she has been rehabilitated in accordance with the law, she noted.

Also any expatriate should complete 20 years in the country on a legal ordinary residency permit if he/she is born abroad and 10 years for those expatriates who are born in Qatar.

Among other things, the Law No. 10 of 2018 on permanent residency says that PRP holders can invest in the activities of national economic sectors which will be specified by a Cabinet decision without a Qatari partner to establish a company as per the provisions of the law for regulating commercial companies.

PRP holder can own residential properties and invest in Al Manatiq as per the rules and regulations to be specified by a Cabinet decision.
