Cabinet hails Emir's speech at Munich Security Conference

(MENAFN- Gulf Times) The weekly Cabinet meeting, chaired by HE the Prime Minister sheikh Abdullah bin Nasser bin Khalifa al-Thani, on Wednesday praised the speech of His Highness the Emir Sheikh Tamim bin Hamad al-Thani at the opening session of the Munich Security conference last Friday.

Following the meeting, which was held at the Emiri Diwan, HE the Minister of Justice and Acting Minister of State for Cabinet Affairs Dr Hassan Lahdan Saqr al-Mohannadi stated that meeting, hailed Emir's speech which spelt out the positions and visions of Qatar on the issues of the region and the world as well as constructive ideas and proposals to address these issues.

The Cabinet affirmed that the wide welcome of the Emir's participation in this conference and the great attention paid to his speech inside and outside the conference reflect the distinguished status of Qatar regionally and internationally and the appreciation and respect it enjoys throughout the world, in addition to the understanding of and support for its positions, and policies that call for dialogue, renunciation of disputes, rejection of violence and terrorism, and compliance with the International Law and International Conventions.

The Cabinet also appreciated the call made by the Emir during the Munich Conference to all the countries of the Middle East to engage in a comprehensive security agreement, stressing that this reflected Qatar's keenness to achieve security and stability in the region and to direct its efforts and resources towards the well-being of the people, rather than dispelling them in conflicts, fomenting crisis and escalating differences.

Moreover, the Cabinet expressed hope that the countries of the Middle East would respond positively to this sincere call and work on this proposed security agreement that would guarantee security, stability and peace and would secure the future of the coming generations.

It also expressed appreciation for Kuwait's initiative to hold the Kuwait International Conference for the Reconstruction of Iraq from February 12 to 14 and its great role in making it a success under the patronage of the Emir of Kuwait Sheikh Sabah al-Ahmad al-Jaber al-Sabah.

Qatar, which has provided a package of loans and investments in infrastructure projects and reconstruction in Iraq worth $1bn, will be keen to support Iraq, ensure its unity and sovereignty and enhance its security and stability, the Cabinet stressed.

The Cabinet, meanwhile, welcomed the Memorandum of Understanding (MoU) signed on Tuesday by HE the Deputy Prime Minister and Minister of Foreign Affairs with the Minister of Foreign Affairs, African Integration and International Co-operation of Chad on resuming its diplomatic relations with Qatar.

The Cabinet considered that this positive development in the relations between Qatar and Chad reflects in the interests of the two peoples and comes in the interest of developing co-operation and strengthening the two countries' directions towards peace and stability in the region.

Later, the Cabinet reviewed topics on its meeting's agenda, including the approval of a draft law regulating the land transport and refer it to the Advisory Council.

Among the provisions dealt with in the draft law are those related to the conditions and procedures for licensing the activity of land transport and the licensee's obligations to engage in this activity.

The Cabinet also approved a draft Emiri Decree on the reorganisation of the General Authority for Civil Aviation.

Among the provisions included in the draft are those relating to the terms of reference of the Authority and the terms of reference of its administration, and the establishment of an independent unit called the Accident Investigation Unit, which would be responsible for the investigation of aviation accidents and would be fully independent in its work in accordance with the requirements of the International Civil Aviation Organisation.

The Cabinet also approved the draft resolutions prepared by the Ministry of Justice in the framework of the issuance of executive decisions of the provisions of Law No 22 of 2017 organising the work of real estate brokerage.

Meanwhile, the Cabinet approved a draft resolution of the Minister of Justice on the Committee of Experts and determine its system of work and reward.

The Cabinet also approved a number of draft resolutions of the Board of Directors of the Qatar Development Fund, including a draft decision on the organisational structure of the Fund as the views of the Ministry of Finance and the Ministry of Administrative Development, Labour and Social Affairs in this regard.

The Cabinet approved the participation of Qatar at the Hannover International Industrial Fair, to be held in Germany from 23 to 27 April 2018.

The Cabinet also approved a draft Memorandum of Understanding (MoU) for co-operation in the field of security between the ministries of interior of Qatar and Iraq.

Meanwhile, the Cabinet reviewed the following topics and took the appropriate decision:

1- The letter of HE the Minister of Economy and Commerce on the results of the first meeting of the Joint Ministerial Committee for Economic, Commercial, and Technical Co-operation between the governments of Qatar and the United Kingdom of Great Britain and Northern Ireland (London — December 2017)

2- A memorandum of HE the Minister of Public Health on the results of her visit to Turkey in November 2017.
