Afghanistan- 20 different criminal cases registered against Qaisari at Faryab AGO

According to the source, use of force, intimidation, armed clashes with political rivals, hatching conspiracies, committing illegal economic activities, issuing false statements, and committing financial crimes are some of the charges for which Mr. Qaisari has been booked.

Qaisari and his bodyguards were captured by the Afghan commando forces on July 2, from Maimana, the capital of northwestern Faryab province and was later on shifted to Kabul for further investigations.

According to reports, of all his bodyguards arrested on the day of Qaisari's detention, eight have been released while Qaisari and the rest of his personal bodyguards are still in the custody of the government.

While investigating for this report, Pajhwok was given exclusive access to some government documents, which show that beside harassment of common people, Qaisari also staged clashes between political parties, fanned ethnic tensions which deteriorated security situation in Faryab where Qaisari took maximum advantage of the situation to carry out illegal activities and gain political favor.

The documents showed that Qaisari ran a force of around 800 armed men who are armed with equal number of light and heavy weapons, including Kalashnikovs, mortars, rocket launchers, heavy machine guns, and light artillery guns, in addition to illegally holding 20 police Ranger pickup vehicles, six armored Humvees and a large number of illegally obtained ANDSF personal equipment.

Based on the same documents, Qaisari is the accused at Faryab's Attorney's Office on 20 different criminal accounts such as use of excessive force, murders, extortion, etc. The documents also have tales of Qaisari's hardcore alcoholism. According to the documents, Qaisari's men are notorious for committing immoral acts and crimes, extortions from money dealers, passenger vehicles and faking title deeds of civilians' properties.

Murder, kidnapping and organized crimes:

Based on the documents carefully reviewed by the Pajhwok, Nizamuddin Qaisari has been found involved in murder cases of his wife and brother in law (wife's brother). In 2015, he killed Salam, a commander supporting MP Fathullah Qaisari, Mahmod, a moneychanger in Qaisar district center. Commander Qaisari also was involved in killing of a 12 years old boy from Bori village, Mr, Sayed Sharab, a resident of Bish Bala village of Qaisar, and three others namely Sayed Hassan, Sayed Sebghatullah and Kamaluddin, residents of Sarasia village and last but not least, Mr. Qaisari also killed a brother of Hizb Islami commander General Farooq, namely Mohammad Zaman.

During the investigation for the report Pajhwok was shown a video recording in which a person claims that one of his brothers and a sister were killed by 'Dostum's commander (Qaisari)'.

The document says that Mr. Gul was released after he paid a ransom of 600,000 Afghanis to Qaisari. After this case, Qaisari and his armed supporters have twice attacked Barakzayee village killing two villagers there.

Coercion and intimidation:

The document shows that Qaisari had not only threatened on the record to siege governor house's guest quarters and suspend the rule of law, but he also threatened assassination of former governor Humayon Fawzi. This issue and use of foul language against former Governor Fawzi has also been put on the record in a formal National Security Council letter No.178 dated September 2017.

According to the source, tensions with Qaisari intensified when on February 13, 2018 Municipality Administration, after getting approval of the provincial governor, asked the police and the attorney's office to interrogate Qaisari on charges of extortion. This move infuriated Qasari who dispatched his armed personnel to Mazar-i-Sharif and Herat gates where they forcefully removed the municipality personnel and got control over the revenue from toll taxes.

The document reveals that sometime back Naqibullah son of Amir Shah was appointed as Transport Department Director for Faryab by the ministry in Kabul through a transparent process. However, Mr. Qaisari replaced the mentioned newly appointed transport official with his brother in law Engineer Hashmatullah and forcefully stopped Mr. Naqibullah from returning to his office.

Naqibullah could only return to office after Hashmatullah left the transport department due to his election campaign, however Qiasri assigned his front man Humayon Khan to threaten Naqibullah to death over taking back charge of the office and appointed the administrative director of the transport department, who is his trusted man, to run the affairs of the department.

The documents also showed that Qaisari stopped a team from conducting investigation over alleged corruption in Faryab University. The Governor had appointed a team to assess situation in Faryab University which had positive results but Qaisari made a telephonic call to the office of deputy governor and stopped the investigation team from working.

'Qasari during his February 13, 2018 telephonic conversation with AGO's prosecutor used harsh language and told him that he was taking the side of governor and National Security Advisor Mohammad Hanif Atmar. In the mentioned telephone call Mr. Qaisari added that Faryab was his own province and that he will allow no one to create hurdles for him. Later on once the call ended, Abdul Haq, one of the Qaisari commanders, barged into the mentioned prosecutor's office shouting and asking about whereabouts of the prosecutor, who had already gone into hiding.

Also, according to a statement on July 2, 2018, Qaisari was accused of using foul language in front of some of the high-ranking officials for which he was detained.

'I will kill you all and your supporters and will set on fire the government facilities, I will make the government system collapse in Maimana city and will not leave even one government officer here,' the source quoted Qaisari as telling the meeting.

Qaisari has a record of several extrajudicial activities, harassing people, and just a month back, he threatened all Faryab security forces to death.

Clashes with other political parties:

The source wrote that there have been conflicts between Qaisari and an incumbent MP namely Fathhullah Qaisari. The conflict between the two got intensified after Nizamuddin Qaisari was appointed as public upraising commander.

On one occasion Nizamuddin Qaisari accompanied by his armed supporters broke into the government facilities in Qisar district and engaged in armed fight with Afghan forces and as result, both sides suffered losses, the source say.

Partisan conflicts between Nabi Shuja and Mullah Faizullah was also intensified in Garziwan district and between Ghafoor Pahlawan and Samay in Balcheragh of Faryab after Nizamuddin Qaisari become upraising groups commander, according to the documents.

Hatching Conspiracies and making false claims

The documents' text show that Nizamuddin Qaisari planted a bomb in his residence and then told his wife's brother (Mohamamd Rassoul) to claim responsibility of the case and tell judicial organs that he was directed by Fathullah Qaisari and Tahmatullah Turkistani (opponents of Qaisari) to do so.

'But the attorney office's investigations revealed there were no justifiable reasons to prove that Fathullah Qaisari and Rahmatullah Turkistani were involved in the assassination plot against Nizamuddin Qaisari, therefore the case was rejected,' according to the source.

Armed activities against security forces

Qasari is accused of armed attacks on border security forces, anti-terrorism force in Maiman, on first police district headquarters last year in June, July, on bodyguards of Faryab governor last year in November, police headquarters, security forces in Almar, and house of Col. Sardar Mohammad, director of Faryab jail last year in December.

Illegal Activities:

Qaisari had established an illegal livestock market in the Tourpakhto area, appointed his personnel in the entrance gates of Mazar-i-Sharif and Herat to collect the toll tax illegally and embezzled the revenue.
