Qatar to update laws tied to children rights

DOHA: Minister of Administrative Development, Labour and Social Affairs H E Dr Issa bin Saad Al Jafali Al Nuaimi yesterday reiterated Qatar's continuous keenness to develop and update its laws and legislations related to children rights to comply with the related international standards.

He was speaking at a forum on ‘Children Safety' organised by the Department of Family Affairs at Ministry Of Administrative Development, Labour and Social Affairs (MADLSA) and Aman Centre (Protection and Rehabilitation Centre) at Qatar National Convention Centre (QNCC). The forum was aimed at enhancing the procedures taken by the state institutions to enhance safe childhood. It was also aimed at establishing a platform for cooperation between state entities and non-governmental organisations working in that field which would enable the exchange of expertise in order to promote safety for children.

The Minister said: 'Under the wise leadership of the Emir H H Sheikh Tamim bin Hamad Al Thani, Qatar does not spare any effort in giving importance to children rights, on a legislative and institutional level. The Qatari constitution and other legislations included many provisions that consider family, maternal and children rights. 'Qatar has attempted to put into practice the basic principles and provisions of the convention and its protocols to protect and promote the rights of the children.

The Minister said importance of enriching culture, consolidating, promoting and protecting child's rights and extracting their creative energy to create a new generation that is able to lead in the future. 'This contributes to finding a generation which is able to positively interact with the society and adheres to the culture of community which serves the family and particularly children.

It is also working on updating the programmes that guarantee all rights, which complies with the Qatar National Vision 2030, which aims to make the State able to achieve sustainable development. The Minister also expressed his hope for the activities of the forum to be full of educational, social, health, cultural, skills, intellectual, creative and literary scenes among children in Qatar in various fields. He said the forum will lead to the development of plans to achieve safety of children and a promising future for children in Qatar.

Amal Abdullatif Al Mannai, CEO of QFSW, stressed on the importance of commitment to provide a better and safer future for children as it is the most righteous task in the world. She said: 'Qatar is based on its national standards and its community culture has been supporting the international declarations and charters, including the Convention on the Rights of children. 'The absence or weakness of parental responsibility has harmful effects on the development of the child during the early years of life. This may lead to emotional disorders in adolescence and aggressive behaviour and introversion among young people, she added:

Mansoor Al Saadi, Executive Director of Aman Centre said: 'All entities which come under the umbrella of Qatar Foundation of Social Work which include, Aman Centre (Protection and Rehabilitation), Wifaq (Awareness and Consulting), Dreama (Empowerment of the Orphans), Best Buddies (Friendship, Support and Inclusion) and Nama (Empowerment and Entrepreneurship) have played an important role in benefiting children as per their rights in the society. He said: ' In the State of Qatar, there are total of 4,211 children who have been part of QFSW entities and have benefited by the services of these entities, which include 424 children at Aman Centre, 2,273 at Wifaq, 78 at Dreama, 99 at Nama, 644 at Shafallah and 693 at Best Buddies according to 2017 statistics.
