The Secretary of State insisted that ahead of any negotiations to potentially take place, Pyongyang must execute a "sustained cessation" of weapons testing.
This recent remark contradicts Tillerson's previous claim of the United States being "ready to talk any time time North Korea would like to talk," a statement of which the White House cancelled out.
