UAE- FANR carries out ConvEx to evaluate preparedness in nuclear or radiological emergency

ABU DHABI, 26th March, 2017 (WAM) -- The Federal Authority for Nuclear Regulation, FANR, has carried out a Convention Exercise also known as ConvEx, to evaluate the preparedness and to improve the response capabilities of both the International Atomic Energy Agency, IAEA, and its Member States, in the event of a nuclear or radiological emergency.

ConvEx exercises are split into three parts each with varying levels of complexity, which are ConvEx-1, ConvEx-2 and ConvEx-3. The FANR Emergency Response Organisation participated in a ConvEx-2 exercise last month as a means of assessing its ability as the UAE's nuclear regulator to complete the IAEA's reporting forms and to exercise the appropriate procedures for information exchange and for the request of assistance.

During the exercise, the IAEA's Incident and Emergency Centre sent several exercise messages to FANR's organisation to simulate the response to a radiological emergency. The exercise required that the appropriate forms be completed and submitted on the IAEA's Unified System for Information Exchange in Incidents and Emergencies, USIE.

The system was launched in 2011 following the Fukushima Daiichi Nuclear Power Plant accident in Japan and addressed the need to improve the system for emergency notification and information exchange.

Emergency response exercises are fundamental to a good emergency preparedness programme. As a competent regulator, the FANR says it would carry out its own independent assessment during a nuclear or radiological emergency. Based on this assessment, it would provide advice to the government on how to cope in such a situation.
